Given the fact that we had a Syrian envoy literally admit to the press that he lied to Trump about troop numbers, it's not far fetched to assume that other officials connected to our military lied to him about Afghanistan. That being said, the timetable for withdrawal is actually part of a plan that was started under Trump.

It's similar to how Obama followed a lot of the same plans started under Bush. Military campaigns typically last longer than presidential administrations.
