There is no condition, legal or otherwise, that a sitting President can be impeached for actions prior to his election. Impeachment is for actions DURING his term of presidency.

Impeachment is NOT a legal process ... it is part of the checks and balances processes between the three branches. Thus, the grounds for impeachment must be within the context of his time in office.
In 1873, the House took up the issue of whether the VP could be indicted for supposed crimes. It was ruled that they couldn't since the crimes did not happen while the VP was in office.
But, hey, believe whatever you want ... it's bullshit, anyway.
