While "birthright citizenship" is found nowhere in the Constitution or any Amendment - it is a distortion of wording in the 14th Amendment - it would definitely take a LAW, passed by Congress and signed by the President to overturn it.
And it won't work even if passed, because some leftist Federal District Court Judge would make every human on earth "grandfathered" in to the old interpretation.

I think threatening to end birth right citizenship is going full Bingo. Messaging about the border is one thing, threatening the citizenship of all those Cuban voters in Miami and immigrants all over the country is a sure fire way to get decimated next election. Birthrate is declining all over the world. Its so bad, that I believe in the near future quite a few countries will not allow their citizens to leave.

In the second half of 2017, a report shows, the number of deported people identifying themselves as parents of citizen children increased by 2,152 over the first half of 2017.
