When the disaster hit, the LA governor made an announcement that he DIDN'T WANT OBAMA THERE for at least a week, because his security details would take first responders and police away from rescue operations.

So, if he's not wanted down there yet, why should he go? He's already made arrangements to be there on Tuesday.
