Millions are known to have voted, despite your laughable, lying yammers. And CITIZENSHIP voter ID would weed out the non-citizens. Simple as that.

The methodology would have to be very exact though Democrats will do everything they can to subvert it, to allow their illegals to vote.

One possible MO would be to establish cooperation with origin countries of high illegal emigration to the US (Mexico, Honduras, etc), and ascertain positive proof of birth of illegals in those countries, to negate use of false US birth certificates.

Illegals being caught should be imprisoned immediately, to long prison sentences. Don't have enough prisons ? Build more.​

They don't use other people's names, they use their own names, with their own IDs. You don't know what you're talking about. And nobody cares if they speak English or not, In fact, they're not required to talk at all. In many states, they don't even have to submit ANY ID at all. They just vote, period.
