Reminds me of an original Star Trek episode. Kirk goes to a planet and finds out the Klingons have been arming one side of the planet against the other in a war. So, Kirk decides to arm the other side to match exactly what the Klingons have been doing with their side, not more to win the war, just equal. Then the Klingons arm their side more and, once again, Kirk arms his side more to exactly match, not enough to win. So, both sides are kept in a perpetual state of an equally matched war that will go on and on forever, with neither side ever winning. There is no point to keep on giving Ukraine endless blank checks of our money in order to maintain a war that they will never win.

The only war to "maintain a war that they will never win (end)." is for both sides to agree to such.
Either directly or indirectly.
Each side having victory conditions that the other finds unacceptable, or unable to compromise on, would be another way. Unless one side gains enough power to defeat the other and impose it's Demands/Will.

Two contemporary examples;

1) Islamic Jihad with it's final victory conditions (set about 1400 years ago) being the whole world, all of humanity, under Sharia and Islam domination/control.

2) To a lesser extent, but extension of the above, the issue of Israel versus "Palestine". There was a "two-state" solution arranged by the United Nations back in 1948; Israel was willing to accept such, the Islamic/Arab world wasn't. Hence a "forever war" up to this time. The solution for ending such are rather extreme for both sides, but the original compromise of 1948 (a sort of Solomon solution to who owns the baby) is not working for one side(Islam?Arab) and that sides solution is not acceptable to the other(Israel).

OK, I will admit that I don't know too much about the war in Ukraine, but my understanding is that NATO promised Russia that it would not keep advancing closer and closer, but did anyway. Not only did Trump announce support for Moscow’s demands, he asked nothing from them.

But he is demanding Ukraine make all the concessions. TheRussians want elections so they can try and install apu-et government as they had before.

To that end, they will probably demand that Russian occupied areas be included in the vote, oso they can righ those results(aas they did before).
