You can say Biden follows a consensus-building policy instead of being autocratic.
As President, he will have a lot more strength in pushing his ETHICAL positions than he did as VP and senator.

1. Biden will follow a consensus policy but only within his own party. That's it, the GOP will be shut out unless one or two Repubs will crossover to the Dem side on a given issue or bill. Which is unlikely cuz they'll get primaried out of office come their next election. The Dems will abolish completely the filibuster, and with it we devolve to mob rule; we will become a one-party gov't, with no compromise and no cooperation. The majority party will make all the decisions with no consultations with the other side. And if you think Biden won't do exactly that then you are a fool.

2. Joe Biden has no ethical positions. So far as I can tell, there is no issue that he has not supported or attacked at one time and then flip-flopped on. Even during his campaign he has changed his mind or his rhetoric on several issues and denied he said what he really did say. And in some cases, he refused to tell us what his position was like on court-packing the SCOTUS. This is not a man that anyone can trust, even those within his own party don't know what he's really for or against. Which tells me he isn't really for or against anything until the Democratic Party tells him what to say and do.
