This is the design. Looks weird? It's because the head is right at the time. Coins don't do this. Coins put the head further down most of the time. Mostly it's just a suit and tie.

Well, he is one of the most popularly elected presidents in history and he has survived multiple attempts by deranged sore losers to murder him in public and has not even considered, as far as we know, backing down for his safety.
