Any military aid is complex. You can't just give them a weapon and expect they will know how to prepare it, maintain it, and use it.
Not to mention the logistics behind keeping the weapons operational, and the months to years of training involved.

And China has firmly decided that they won't be bullied into leaving Russia's side.
