It only advises a responsible Congress and/or Executive Branch that it should change a policy or law. And a corrupt court system should be challenged every time they erroneously declare something is unconstitutional. And a corrupt Democrat Party should not be able to use a corrupt court system to accomplish what they cannot convince Congress to legislate or the President to set as policy.
The courts were never intended to be able to make law. They are given authority to try those who break the law, to mediate disputes and interpret the letter and intent of the law.

And should. Judges interpret laws and levy sentences. They rely on the executive branch to enforce decisions. If the executive branch finds the judiciary to be compromised/corrupt, it’s their duty to not enforce. Such is the beauty of balances of power.
