Another problem is that many major US nuke plants are aging and need to be replaced, these are big 2,000 Mw plants, not tiny SMRs.

10 CFR50 has nothing to do with small modular reactors that follow designs permitted decades ago and need no other permits or approval.
The NCR already permitted the SMR prototype, so no additional permitting is necessary.
The point of SMRs is that you let the factory do all the permitting, construction, and automating, so you can load any site up with as many SMRs as you want, without inspection, permits, or anyone being able to deny it.
You do not build a containment dome for an array of SMRs.
Each SMR is self contained.
There is no shortage of nuclear fuel, and with fusion we can create more. If not, then we can collect it in space. The asteroid belt is full of nuclear fuel.
Wastes were never remotely a problem. You store it in old salt or coal mines since in the future the spent fuel rods will become very valuable.
You don't look to Europe since they are way behind us.
You use the designs we had for decades for satellites, missiles, remote radio and radar stations, etc.
 
They (government linked power companies0 don't want you to have a small, safe nuclear power generator on your property. Just think of all the revenue they would lose. Therefore, small, manageable nuclear power generation isn't on the horizon.

They have nothing to say about it.
SMRs already here and there is nothing anyone can do about it.
