The state representatives suppose to represent the district to speak on the behalf of those that lives in that district . Basically the representatives are the mediators for the people. But they are not allowed to make the decisions for the people. And so basically, they are the lawyers for the public.
Representatives are the ones who make laws, not the people, people can suggest all they want, most don't listen.
Still doesn't tell me wants entailed in passing, amending or repealing an amendment.

1. State Department Personnel testified during the 1st Trump Impeachment that Joe Biden LIED about never meeting with anyone from Burisma, thatBurisma reps showed up in DC uisng Huntewr Biden's name IOT get a meeting with Biden. According to the State Department Rep - under oath - they advised Biden NOT to meet with the Burisma Reps to avoid a 'Conflict of Interest, that he ignored the recommendation, and Joe Biden met with them. The State Dept Rep went on to declare under oaht that is anyone should be asked questions under oath in the Impeachment hearing it should be Hunter and Jow Biden.
** The reason the State Dept Rep said this was because the faux Impeachment was in part about how Trump executed a Joint-Agreement with Ukraine to investigate crime. Both the State Department and FBI knew - and the FBI had evidence they refused to present - Hunter Biden had engaged in Influence Peddling and that President Trump was completely justified in executing that agreement. They knew if the evidence of this came to light it would have immediately ended the 1st Impeachment.
- Photos of Joe, Hunter, and Biden playing golf together were / are all over the internet, while Biden was committing perjury by claiming he never met with them.
2. CCP/Dementia-ravaged Joe was STUPID enough to brag - on videotape - how he had extirted the previous Ukraine PM into firing their top Prosecutor who was investigating both Burisma & Hunter Biden. It's a 'confession'tape.
3. Hunter Biden was STUPID enough to leave his personal laptop with an overwhelming amout of criminal evidene against him and his family in a computer repair shop and NOT go back and get it befofre the policy that allows the shop Owner to claim the property, which resulted in the some of the contents of the laptop being relesased to the public . Criminal evidence of Influence Peddling, Extortion, Laundering money, accepting bribes, creating 'home' porno movies with his own family members, etc... were exposed.
- The FBI and others have confirmed the laptop was / is Hunter Biden's...Biden's own lawyer confirmed the laptop was Hunter's bycalling the computer repair shop owner and demanding that HUNTER BIDEN'S LAPTOP be returned to him.
4. The FBI, DHS, and Treasury Departments have already declared they have physical criminal evidence, to include Finacial Records, documents, and testimony proving the BIDEN FAMILY has engaged in financial criminal scandals to include 'Influence Peddling', accepting Bribes, Laundering Money for Russians, and that the Bidens took over $1 BILLION from CCP / China...

- In early 2015 former Deputy Chief of Mission at the U.S. Embassy in Kyiv, Ukraine, George Kent raised concerns to officials in Vice President Joe Biden’s office about the perception of a conflict of interest cwith respect to Hunter Biden’s role on Burisma’s board. Kent’s concerns went unaddressed and in September 2016, he emphasized in an email to his colleagues, “Furthermore, the presence of Hunter Biden on the Burisma board was very awkward for all U.S. officials pushing an anticorruption agenda in Ukraine.”
- In October 2015, senior State Department official Amos Hochstein raised concerns with Vice President Biden, as well as with Hunter Biden, that Hunter Biden’s position on Burisma’s board enabled Russian disinformation efforts and risked undermining U.S. policy in Ukraine.
- Hunter Biden was serving on Burisma’s board (supposedly consulting on corporate governance and transparency) when Burisma owner Mykola Zlochevsky allegedly paid a $7 million bribe to officials serving under Ukraine’s prosecutor general, Vitaly Yarema, to “shut the case against Zlochevsky.” George Kent testified that this bribe occurred in December 2014 (seven months after Hunter Biden joined Burisma’s board), and, after learning about it, he and the resident legal adviser reported this allegation to the FBI.
- In addition to the over four million dollars paid by Burisma to Hunter Biden and his business partner, Devon Archer, for membership on the board, Hunter, his family, and Archer received millions of dollars from foreign nationals with questionable backgrounds.
- Devon Archer received $142,300 from Kenges Rakishev of Kazakhstan, purportedly for a car, the same day Vice President Joe Biden appeared with Ukrainian Prime Minister Arsemy Yasenyuk and addressed Ukrainian legislators in Kyiv regarding Russia’s actions in Crimea.
- Hunter Biden received a $3.5 million wire transfer from Elena Baturina. Ms. Baturina is the wife (widow) of the former mayor of Moscow.
- Hunter Biden had business associations with Ye Jianming, Gongwen Dong, and other Chinese nationals linked to the Communist government and People’s Liberation Army. Those associations resulted in millions of dollars in questionable transactions.
- Hunter Biden opened a bank account with Gongwen Dong that financed a $100,000 global spending spree with James Biden and Sara Biden.
- Hunter Biden also moved millions of dollars from his law firm to James Biden’s and Sara Biden’s firm. Upon being questioned about the transaction, Sara Biden refused to provide supporting documentation and information to more clearly explain the activity. The bank subsequently closed the account.
- Hunter Biden paid nonresident women who were nationals of Russia or other Eastern European countries and who appear to be linked to an “Eastern European prostitution or human trafficking ring.”
