Trump has NEVER built anything on time or on schedule, much less on budget. This is WHY he bankrupted 7 projects he was managing.

Congressional approval. YOU cited Truman's renovation, the difference it it was authorized by Congress.

Tearing down a building and building a complete new one goes well outside the budgetary authorization by Congress for annual maintenance and redectorating. $400,000,000 Million vs ~$2,500,000.
