You say “at no cost to the taxpayers”, so who will be responsible for upkeep and maintenance. Are there donations being raised to maintain the building later?
As to the next President, yep that President can operate the same way as Trump. No Congressional legislation required. They could take donations and level it out convert it to office space.
The same rules apply.
