Hmm, I thought 120 was just a pretty bright person. 140 is more like the threshold for genius. But the average IQ in the USA is more like 95 now, so maybe 120 is a bit too high then. But they should be tested. Normal or above IQ should be the requirement, I certainly don't want people with 90 or 80 IQs or lower to be immigrating here. Computer programmers or genetic scientists they won't be.

The USA can afford to be picky, it is a seller's market and America is the place to be, so why shouldn't we be choosy at this point when we already have 350 million people living here (and some not too well wrapped) which is plenty for our resources and needs.

I say skip the american history stuff. Insist the applicant take the SAT test (in english) and get 600+ on both sections. That would indicate an above average intelligence and make it unlikely they would go on welfare. Also - NO MUSLIMS.
