Trump once again demonstrates his inability to do elementary school math. It is not possible to reduce something by more than 100%. You would think someone in his inner circle would tell him to stop repeating this nonsense.

He believes that if he keeps repeating it, it will become true. Besides, some of his followers believe it, and some believe the idiotic explanation that if you can increase a price by hundreds of percent, you can also reduce it by the same. Logic and reason are not in their wheelhouse, or they wouldn't be there, would they?

As such, if something was discounted 400%, it is akin to "4x the original price in a deduction".
The math may not For instance, if a product was decreased from $500 to $100, though not technically sound from a decimal standpoint, from a factoral standpoint he is stating that it went down by a factor of 4, or 400%.
It may just represent from $400 to $100 instead of 500 to 100 but you get the idea. He is taking the final value, the denominator per se, and the original value, the denominator of $400 and suggested a factor of 4 decrease, or 400%.
It is awkwardly worded and I wish he would explain it in simple terms but he probably prefers that it sound more impressive. I think him stating "a 75% decrease" works just as well rather than playing arithmetic semantics

My guess is nobody knew he was going to say that, or if they did they were afraid to correct him. I doubt he takes criticism well.

Trump supporters will say he's trolling liberals.
I don't even think it's that. He's always said things that sound good. He also knows he can say whatever he wants, and his supporters will continue to back him. There are no consequences to his actions, so he doesn't bother caring about them.
Imagine a President who didn't have to care about what the people think. What could go wrong?

Trump has operated dozens of million dollar corporations, so I think it silly to believe the guy doesn't know basic math! This is likely more a case of Trump just speaking metaphorical campaign talk, partly because he might think this is more along the lines that many people understand.
Obviously, you cannot cut the cost of something by 800% without it becoming free and your getting a refund or payment for using it! My guess is that when he says prices cut by 800%, what he is intending to relate is that costs have been cut to 1/8th their former cost.
Trump is a bit of a carnival man, not that I think he is stupid or intending to actually deceive, he just has a tendency to relate stories and put things in dramatic big tent ways!

I really don't even listen to Trump much anymore. He has never been a good public speaker except when he is just winging it improvising before the mike.
Just the other day I caught part of his visit to a truck factory and right away, I recognized towards the end the same patter he used in every campaign rally. Trump has never been the technical "facts and figures" kind of guy.
Sometimes I think her deliberately acts dumb, slow or stupid just so that whoever he is talking to underestimates him.
