Hamas bears full responsibility for the war in Gaza, a top EU official said Monday in the Strip, calling the group "a terrorist movement."

"At this time we have to also recall the overwhelming responsibility of Hamas," Louis Michel, European Commissioner for Development and Humanitarian Aid, told reporters.

"I intentionally say this here - Hamas is a terrorist movement and it has to be denounced as such," Michel said as he visited the town of Jabalya in northern Gaza.

"Public opinion is fed up to see that we are paying over and over again - be it the [European] commission, the member states or the major donors - for infrastructure that will be systematically destroyed," he said.

Reuters quoted the EU official as saying that the Islamic group had used civilians as "human shields" by placing operatives in residential areas, and said that the years of terrorist rocket-fire on southern Israel served as a "provocation."

The report also quoted Michel as saying that, "When you kill innocents, it is not resistance. It is terrorism."

The UN is too much a part of the problem here to be able to help. In order to be allowed to operate in an area cotrolled by terrorists such as Gaza, the UN, in this case UNWRA, has to refrain from saying anything the terrorists won't like, and since UNWRA hires its staff from the local population without vetting them for membership in terrorist organizations, UNWRA itself may be as much a part of the terrorist organizations as of anything else. This is a deal UNWRA made with the devil 60 years ago in order to be allowed to provide humanitarian aid to the Arabs in refugee camps.

If UNWRA could gain some independence from the terrorist organizations, there is one thing it could do that would bring Israel and the Palestinians much closer to a final settlement and a peaceful and prosperous Palestinian state. Right now UNWRA pays refugees hundreds of millions of dollars every year to stay in the camps and because it hires from the local population and buys from the local economy indirectly pays the host countries to keep them there. If instead of spending all of this money only to support the conditions that produce so much misery for the refugees UNWRA gave them the choice to stay in the camps and continue to receive aid or to give up their impossible claim of right of return in exchange for diplomatic and financial help in relocating somewhere else where their lives and their children's lives would be better one of the main obstacles to a final settlement and a Palestinian state would have been removed.

Of course UNWRA can't do this because it would significantly compromise its ability to operate in areas controlled by the terrorists or other anti Israelis, since the suffering of the Arabs in the camps is one of their principal propaganda tools against Israel and any attempt to rescue the refugees from the camps would be seen as damaging to their political goal of destroying the Jewish state of Israel. Those who see the refugees as no more than a propaganda tool to be used against Israel will be outraged by this suggestion, but those who are genuinely moved by the plight of these people recognize this would be the single greatest contribution the UN could make towards helping the refugees find a better life and towards peace between Israel and the Palestinians and the establishment of a peaceful, prosperous Palestinian state.
