If you try to illegally cross the border - they, most likely, shoot you at crossing border (shooting and killing means 10 days vacation and taking alive means a lot of paperwork). If you came legally, but didn't left country in time (or commited administrative violations) - they put you in the publically open list of controlled persons, bank block your card, you can't drive a car, can't work, and you have a week to come to police and explain them what happened (mistakes happens sometimes). And then you are deported without permission to return in Russia.

In the USA - may be. In other countries it is a crime. Say, in Russia you'll have up to 2 years in jail for illegal crossing of border (if border guard bothers about taking you alive) and from 5 to 10 years of jail for organisation of illegal migration.
