In the USA - may be. In other countries it is a crime. Say, in Russia you'll have up to 2 years in jail for illegal crossing of border (if border guard bothers about taking you alive) and from 5 to 10 years of jail for organisation of illegal migration.
Here's the key thing. Russia is such an absolute shithole that no one really WANTS to move there. Heck, women are willing to become mail order brides to get the hell out of Russia.

For some crimes you arrest people, for other - no. In China, say, you can be executed for delivering some MJ, which is legal in the USA.
Again, China is a communist dictatorship. Not sure I want to emulate their justice system.
How can you know, that Maria the maid is not a spy, terrorist, drug dealer or thief? Who is responsible for her behaviour if the system doesn't even count her? Anyway, if she works she has to pay taxes, and how can she pay taxes if she is illegal?
Because she isn't going to find out all that much cleaning the kitchens of rich people.
