No, stupid, I base my opinion on 11 years in the army, including the guard and reserve an active duty as an AGR supply NCO.

I can tell you exactly what happened, because I've seen it happen with other high-ranking NCO's and Officers.

Walz made the decision to retire after 24 years of service. That's it. It's not any more complicated than that.

He retired as an E-8 because that was the highest rank he had achieved.
