It's also obvious he did not spend enough time in grade to retire as Sargent Major so he was forced to retire as master sargent.

You can serve in a position up to two grades below the required rank for a position. For instance, I was a Supply NCO with my unit, normally an E-6 posting, but I got the job when I was an E-4 and then and E-5 before finally getting promoted to E-6.

Normally, you have to complete the Sergeant Major's Academy to get the rank of E-9, but you can serve in a position with a lower rank.

So what's your point? He was in a National Guard unit, and if it's like most NG Battalions, they probably have several batteries scattered over multiple armory locations. (My NG Infantry BN was scattered four different sites.) It was probably just not practical to organize a ceremony for a change of command for units that only meet on weekends.
