They aren't armed so the stores don't want them to stop the crooks because if they try and get hurt or killed, the stores would be sued by the families or the injured. The problem lies with the easy law suits that the judicial system allows. That's where you stop this. That way, the stores can do more to stop these thugs.

When the Judicial Branch doesn't do their job and stick to being judges of the law, not writers or administrators of the law, anarchy happens. We need the Judicial to stop writing the laws. They need to stick to judging us by the laws.
