This country has had a bi-partsan consensus on equality for minorities since the mid 60s.

"rare disadvantaged white person"? There has been preferential hiring for minorities ever since the Civil Rights Bill was passed in 1964. Every non-minority that has entered the workforce since then has been "disadvantaged".
