People have a perception of it growing faster. Why? There are several perception drivers:
- Out-of-pocket costs (deductibles, copays, premiums) have risen faster than wages, even though total system growth hasn’t accelerated.
- Employer plans shifted more costs to employees, making individuals feel spending pressure more directly.
- Media focus on drug prices, hospital consolidation, and insurance rate hikes reinforces the idea of runaway costs.
- Budget politics: The federal share (Medicare, Medicaid, ACA subsidies) grew, so people associate health care with higher government spending, even if the growth rate per person hasn’t steepened.
