There is nothing illegal about a president withholding any foreign aid to anyone, at any time, since only the president is authorized to conduct foreign policy, in the Constitution.
If Congress wants to give stuff away, and the president wants to leverage it to achieve some diplomacy, the constitution says the president gets to say what happens.

Not really true.

Illegal immigrants have about half the crime rate of citizens on average, because they paid money to get here, and are so desperate to earn more, that they can't take the risks citizens do.

Illegal immigrants also can't really get any welfare, like food stamps, housing, etc. Their children can get into school and they can use the ER in an emergency, but that is about it.

They do compete against citizens for job and slightly reduce the job market, but that is made up from their boost to the economy from the housing, food, etc., they buy.
In general, most of the success of the US has been from immigrants, and until around 1920, all immigration was legal.
