Well even some of the harshest cultures like the ancient Greeks and Vikings would at least let all the babies be born and then given a test to see if they were viable, usually leaving them out in the cold overnight. You have life at the moment of inception but until after the 2nd division you have a completely unique individual with different DNA from that of either parent or both parents combined.

One can also make the argument that most fertilized eggs don't make it ti implantation so prior to implantation it isn't yet considered to be "viable".

Once however you have implementation there's just no way to argue it's not an individual.
