[h1]U.S. Treasury Sanctions Rebel Commanders Driving Conflict In The Democratic Republic Of The Congo[/h1]

The U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) imposed Tuesday sanctions on commanders of the Democratic Forces for the Liberation of Rwanda (FDLR) and the Rwanda-backed March 23 Movement (M23). FDLR and M23 are U.S.- and United Nations (UN)-designated armed groups operating in the Democratic Republic of the Congo (DRC) with long histories of human rights abuse and regional destabilization.

FDLR and M23 have violently occupied territory and killed civilians in eastern DRC. Today's action sanctions Gustave Kubwayo, commander of an FDLR intelligence and special operations unit, and John Imani Nzenze, an M23 commander and chief of intelligence, both of whom lead armed groups undermining stability in eastern DRC.

"President Trump has been clear that there is an urgent need to resolve the horrific conflict in eastern Democratic Republic of the Congo, and the United States is committed to peace and prosperity in the region," said Secretary of the Treasury Scott Bessent. "Persistent violence by armed groups is exacerbating an already dire humanitarian crisis and presents a threat to U.S. interests in the region. Today's sanctions support a peaceful resolution and end to the bloodshed."

This is obviously not going to do shit to reverse the trajectory. Case in point:

Uganda and the Republic of Burundi will between March 22 and 24, 2022 hold the third session of the Joint Permanent Commission Meeting scheduled to take place in Bujumbura.

According to officials from the Ministry of Foreign Affairs, the meeting will help to further bolster the excellent cordial bilateral relations between both countries with the aim of reviewing cooperation in various sectors of diplomatic and political consultations, trade and investment, education, health, agriculture, transport and infrastructural development and defence among others.

When Burundi’s ambassador to Belgium, Thérence Ntahiraja, recently warned Rwandans to “prepare for war” and voiced support for the genocidal FDLR, his remarks amounted to a confession.

They revealed an unbroken ideological and personal lineage stretching back to the 1950s: a chain of Hutu Power ideology in Rwanda and Burundi, forged by Belgian colonial engineering and reforged in the blood of the 1994 Genocide against the Tutsi.

To understand the ambassador’s threat, one must first abandon the myth that ethnic violence in the Great Lakes region is the product of ancient tribal hatred. It is a colonial construction.
