The stock was deemed by the US Bureau of Alcohol, Tobacco, Firearms and Explosives to not be a "machinegun" in 2002. The BATF reversed their decision on 2006, and the 11th Court of Appeals upheld it in 2009.

But then Between 2008 and 2017, the ATF issued ten letter rulings that classified bump stocks as a "firearm part", which are unregulated.

Then in 2018 the DOJ reversed that and reclassified them as "machineguns", and Trump went along with it. But he didn't sign an executive order, that was a ruling by the DOJ.
