What makes you think that every Captain or Major in the NG - would be
officer material?? Especially one that didn't attended U.S. Army Command and General Staff College), nor a CGSOC for staff officers and not even an ILE Common Core, in combination with an AOC
. Aside from that a Company Grade Officer NG or if you prefer a Field Grade Officer NG that displays several "questionable" tattoos and an "off military" career track, incl. that of his veterans group.

He is what officers like myself portrait/describe as a "pampered weekend warrior". He got kick promoted to Major (O4) thus ending his Captains "career", without having any administrative, technical or command abilities to factually even lead a company sized unit in the regular US army or being a staff officer aka 2IC of a battalion.
And that kind of "career quality" is now in charge of the Pentagon with all its Armed Forces Branches, a budget responsibility of a trillion US$ and 2 million civilian and military personal
