Are you so naive to believe that a ship/boat captain is drawing up strategic operations/war-plans ???
Key figures who are involved/responsible in drawing up strategic war plans:
- The President and Secretary of Defense: They establish the overall policy goals and strategic direction.
- Chairman of the Joint Chiefs of Staff (CJCS): and the Service Chiefs: The CJCS outranks all other officers but does not have operational command authority. Responsible for strategic and contingency planning, and providing for the strategic direction of the armed forces together with the Service Chiefs.
- FYI - those are not boat Captains or Battalion Commanders such as a Major or Lieutenant Colonel (O-5) But 4-star Generals and Admirals
- Joint Staff (J-5 Strategy, Plans, and Policy): Proposes strategies, plans, and policy recommendations to the CJCS and develops the Joint Strategic Capabilities Plan (JSCP), which tasks Combatant Commanders to prepare specific plans.
- Combatant Commanders (COCOMs): Responsible for creating operational plans (OPLANs) and concept plans (CONPLANs) for their specific regions or functions (e.g., U.S. Strategic Command, Indo-Pacific Command).
- Under Secretary of Defense for Policy: Leads the development of the National Defense Strategy (NDS), which serves as the framework for military planning.
