I could see some people abusing it, from both ends and assholes making the situtation worse.

Most people I would hope, would see a couple tasting food and realize that is not what the policy is about.


People sharing a single entree, and sucking up a table, would be a problem.

Here in Germany one place that was a victim of those tales has promised to pay everybody 1000€ who can show such a never.come.back.card.

Ouch, I could see that could really hurt them. No one wants to deal with that kind of .... rudeness.
 
The only place you should be a regular is in your own kitchen.

If both meals are paid for, it would make no sense for the establishment to tell the dining couple that not to return. So, yeah. It’s no just an urban myth. It’s obviously baseless.

As Rightwinger noted, however, a restaurant might be more justified in a policy that forbids a one meal for two customer rule. (Although the restaurant isn’t really being inconvenienced or deprived of any additional money, other than having to wash a few more dishes.)
