Iran and Pakistan got caught lying about the agreement, first stating there would be no talks if Israel did not stop attacking Hezbollah and then holding the talks anyway.

There were no peace talks. The talks were about whether the ayatollahs would give up their nuclear weapons program the easy way or die refusing to.

I really doubt he actually said it. It's not very Chinese way to speak this way. But, of course, every day of US blocade of Hormuz strait significantly close Chinese blockade of Taiwan.
