The vehicle on the right pulled arouund the maroon Honda, the vehicle on the left could have proceeded if the right vhile hadn't stopped.

Hell looking at the image the vehicle on the left could still have passed in front of the Honda with room to spare.

Was the Honda attempting to impede traffic? Absolutley.

Could ICE have pulled around? Absolutley.

Educate yourself on 'heat of the moment' laws. The elapsed time between when her vehicle STRUCK him and when the third shot was fired was seconds.
Heat of the moment laws refer to legal defenses that argue a person acted without premeditation due to intense emotional disturbance, often in response to provocation.
