No, Vietnam is included. Which civilian attack was sanctioned by the US military in Vietnam? The Mai Lai Massacre certainly wasnt sanctioned by the US military. In fact, the perpetrators tried to cover it up. The US fucked up by not sending more of them to prison, but they didnt sanction the attack.
