If it can be put into a vending machine, they can sell it.
It just can't be drugs, anything breakable, hazardous, or illegal.

As I was waiting for my bus yesterday to take me home from the mall I saw a vending machine and I assumed that it was full of drinks or snacks or something, but instead it was full of makeup kits and false eyelashes. Has anybody ever seen anything like that before? This is my first time seeing it.

You'd be very surprised at what you can find in a vending machine in Japan.
