Mountains? Pacific Palisades is on the coast. And yes, fire breaks are n the mountains. Think of fire breaks as being similar to a ski run on a mountain slopes or the area cleared under high tension power lines through mountains.

Also there are mountains and foothills before the mountains

75 mph winds, fire breaks are breaks in the vegetation where there is no fuel for the inferno to consume.

Impossible? Nobody said we have to clear entire forests. And if we had to we could. Environmentalists complain of clear cutting forests all the time.

Wind? Fires need fuel to start. Fire breaks prevent the fire from jumping across roads, entering the housing, stuff like that.

Dry wood. Yes, to start a fire you need dry wood. Don't take our word though, go soak a pack of matches in water then try to light them. That will give you an idea why fires don't like water.
