This isn't as uncommon as you would think. In Walker's case, he has such a huge lead in the primary polling that debating the other candidates would likely only hurt him, not help. He has no vested interested in participating and this is likely what his advisors have told him to do.

Not saying I agree with it, but it's strategy I've seen before.
