With the rise in hate crimes and hate incidents, federal and state officials are taking new steps when it comes to reporting bias incidents.

In May, the Justice Department announced a series of new guidelines and $10 million in new federal grants to help states develop hotlines for reporting incidents.

Additionally, the Justice Department issued new guidance with the Department of Health and Human Services aimed at raising awareness of hate crimes during the COVID-19 pandemic, as the U.S. experienced a surge of hate crimes and hate incidents against Asian American, Native Hawaiian and Pacific Islander communities.

In August, Maryland officials launched an alert system to flag racist incidents and acts of hate. The Emmett Till Alerts system, named in honor of the 14-year-old who was abducted, tortured and killed in 1955 after being accused of whistling at a white woman, will act as a warning system if credible threats are made.

The warning system will notify Black leaders across Maryland of any credible racist incidents or hate crimes that take place anywhere in the state. Once a hate crime or racist incident is reported, a team of people will determine whether an alert should be sent.

The Emmett Till Alerts will be sent to 167 Black elected statewide officials in Maryland along with national civil rights organizations, clergy members and other leaders.

Why have hate crime laws?

Hate crimes have a broader effect than most other kinds of crime. Hate crime victims include not only the crime’s immediate target but also others like them. Hate crimes affect families, communities, and at times, the entire nation.

Hate Crime: At the federal level, a crime motivated by bias against race, color, religion, national origin, sexual orientation, gender, gender identity, or disability.

I thought about Trump today. Someone said he admitted that the only reason he ran for POTUS was fame. If that's true, he is most certainly going to be the most famous POTUS of our generation. They'll be talking about him 200 years from now. Long after they forgot about Clinton Bush and Obama.

Federal Civil Rights Statutes​

Title 18, U.S.C., Section 249 - Matthew Shepard and James Byrd, Jr., Hate Crimes Prevention Act​

This statute makes it unlawful to willfully cause bodily injury—or attempting to do so with fire, firearm, or other dangerous weapon—when 1) the crime was committed because of the actual or perceived race, color, religion, national origin of any person, or 2) the crime was committed because of the actual or perceived religion, national origin, gender, sexual orientation, gender identity, or disability of any person and the crime affected interstate or foreign commerce or occurred within federal special maritime and territorial jurisdiction.
The law also provides funding and technical assistance to state, local, and tribal jurisdictions to help them to more effectively investigate, prosecute, and prevent hate crimes.
The law provides for a maximum 10–year prison term, unless death (or attempts to kill) results from the offense, or unless the offense includes kidnapping or attempted kidnapping, or aggravated sexual abuse or attempted aggravated sexual abuse. For offenses not resulting in death, there is a seven–year statute of limitations. For offenses resulting in death, there is no statute of limitations.

Republicans exploited Democratic support for Civil Rights to turn voters Republican.
The Southern Strategy was a legitimate response to the five years of black ghetto riots that followed the Civil Rights Act of 1964 and the War on Poverty that was declared the same year. These were followed the same year by a black ghetto riot in Harlem. The Voting Rights Bill signed in 1965 was followed by the Watts Riot in 1965. The Open Housing Act of 1968 was followed by nation wide black ghetto riots.

When evaluating the civil rights movement, go beyond the ideals of the movement, and consider the results. There is often wisdom in tradition. Jim Crow legislation was based on sound instinct.

Millions of he same people who voted enthusiastically for Franklin Roosevelt during the 1930's and early 1940's voted with equal enthusiasm for George Wallace three decades later. When they voted for Wallace they were voting against the rise in black social pathology that followed the civil rights movement.

The Democrats should have learned from the Wallace phenomenon. Because they did not, the United States became a Republican country. There were no black ghetto riots of any consequence during the first Nixon presidential term. The white majority rewarded Nixon with a landslide victory over George McGovern, even though the War in Vietnam had become unpopular.
