Are you telling me to ignore one part of the definition in favor of the other part? If you're not then the part that says "a belief that race is a fundamental determinant of human traits and capacities" also applies.

What this means is that those who think blacks can't be racist are ascribing a particular trait to whites but not to blacks. That trait being racism. In other words, a moral superiority.
