I'm not sure operations like this have that many folks involved. There is a lot of compartmentalization in different sectors of society, with many folks that are very skilled in their particular area of expertise with a very narrow set of qualifications, that are given only what they need to know to play their role, that unless someone has integrity and nothing to lose by thinking too hard about the reality presented to them, they would not otherwise see the entire narrative is controlled.

Most folks have too much to lose to ponder too much about what their role in events like this actually mean.
