Charitable Roots: Hamas emerged from the Palestinian branch of the Muslim Brotherhood. In the 1970s and early 1980s, Sheikh Ahmed Yassin, the Brotherhood's leader in Gaza, established a network of charities, clinics, and the Islamic University of Gaza.
Countering the PLO: At the time, Israel's main adversary was Yasser Arafat's secular PLO, which carried out armed attacks and sought Palestinian statehood. The Israeli military government in Gaza initially viewed Yassin's religious network as a non-violent, beneficial counterweight that would divide and weaken the secular nationalist movement.
Official Recognition: Israeli authorities officially recognized Yassin's organization, Mujama al-Islamiya, as a charity and allowed it to operate and expand while aggressively cracking down on PLO affiliates.

Formation: In 1987, at the outbreak of the First Intifada (a Palestinian uprising against Israeli occupation), Sheikh Ahmed Yassin and other members of the Muslim Brotherhood officially formed Hamas as an armed militant group.
Blowback: Once Hamas was officially established and began carrying out attacks against Israelis, Israel recognized the group as a major threat. Former Israeli officials have frequently described their initial tolerance of the group as a fatal strategic error or as playing with fire.
