Hillary hired no one. Hillary told her law firm to get opposition research on Trump. The law firm hired Fusion GPS to provide the opposition research. Fusion hired Steele. The law firm had no idea who provided the research. The law firm paid Fusion for the Dossier and Fusion paid Steele.

Clinton had no contact with anyone other than her lawyers so it's a complete lie to say that Hillary hired Steele. What Clinton did was fully legal and above board. She was fined for an accounting error, not for obtaining the Steele Dossier.
