An occupying power is authorized to enforce little local laws of the occupied territory and can make up some of its own. So far I have not seen anyone quote such a law.

For the most part Israel operates outside of the law of occupation so I am not sure that they even apply.

The law has been quoted hundreds of times and it is the Geneva conventions that spell it all out. The major part is "for military purposes"

I wasn't there, and don't have access to the investigative jacket for the incident. It is necessary to clarify how the rules governing law enforcement and those regulating the conduct of hostilities interact in the context of the specific incident.
