No, and no. It was invented by an academic in Great Britain named Sir Timothy John Berners-Lee, but the idea came from a scientist at MIT. He theorized the internet, by Berners-Lee and another European named Robert Cailliau made the first internet email transfer.
The internet was not a military application. It was a scientific one. Scientists needed a quick efficient way of trading data. Many governments, and many scientists around the world worked on the project, so no, the United States doesn't "own" the internet. The US government had a contract with the developers of the internet to handle domain names, nothing more. It's expired.
