Detroit's problem was that it was a one-industry town. That being the manufacture of automobiles and automotive parts.
A lot of that business went to Japan and Germany. Oh, the Germans and Japanese have unions in their auto-makers, too. In fact, the Unions in Germany and Japan even have a say in who the CEO's are. CEO's who don't make 8 figures when their companies go bankrupt.
Cleveland is in the same boat that Detroit is in, and guess what, Republicans have run that city from time to time. Doesn't matter. When you move your industry out of the country, you are going to have large swaths of empty city.
