No, states cannot impeach a president. Why? Because the Constitution states the House of Representatives have "SOLE power of impeachment." The 14th Amendment does NOT state Congress has "SOLE" power to enforce the elements of that Amendment. That leaves it open for states to render decisions based on the 14th Amendment.

That has nothing to do with this. OJ wasn’t attempted to be disqualified for president, the 14th amendment doesn’t say congress is responsible for legal matters outside of the constitution. It does say that congress is responsible for passing appropriate legislation to enforce 14A
