Then as Gov of Tx with honest democrats like Bob Bullock who as southern dems generally their word was good.
So GWB as pres though Daschle would be like his Tx Dem buddies... he wasn't.
GWB though Kennedy would keep his word like TX Dems... he didn't.

So it was based on faulty information starting under Clinton/Tenet and culminating with 9/11 and years of Saddam breaking the "1991 Cease Fire" it became clear Saddam was going to be a continual major problem in the ME.

After 9/11 no one knew for sure what was going to happen next!
Remember Anthrax attacks that MOST of us thought were the fault of terrorists.

Saddam thumbed his nose at the Cease fire and that was too much! Almost all Americans (including me) were happy to see him go!

And our politicians encouraged these events to be publicized and these events RECRUITED more terrorists!

As a result with the military action done in May 2003.. the remaining deaths of US troops can be laid at the feet of people like these that did everything but hold the door for terrorists!!!
