Neither has been publicly named because they were juveniles.

That is the "justice system" for you. And it is getting worse. Some people seem to be under the impression that people are thrown in prison for minor crimes and for smoking pot. That just isn't true. Serious violent f*heads like this do minimal time, even when they kill someone. I have dealt with people on the street that have killed more than one person (more than one occasion).
