Blame is shared by both parties. As to why, just look back to shortly after social security was initiated. A mere 9 years after it began, the government began shelling out money. The public had not put enough years of paying into it to begin earning money that soon after it began. Add to this, the social security trust fund kept being raided by the spendthrift loving politicians to fund other projects. So, whether it would have been Harris or Trump, the problem is still there.
The idea of shifting social security to investments isn't any better, as the stock market periodically goes belly up, causing recessions, or like in 1929, a crash and depression.
