Being a candidate requires petitions. Not just anyone does that. Try a real excuse.That part I will disagree with. Each state determines its own policies regarding who will be printed on ballots. States don't have to print every candidate. That would be an impossible task, as anyone sitting on a street corner can declare themselves a candidate and start campaigning to any passersby.
By the same token, states don't have to have any pre-printed ballots at all. Once upon a time, ballots were nothing more than any piece of paper on which an individual wrote their voting choices. But that eventually became more confusing than hanging chads--especially when partisan groups began handing out pre-printed ballots that they'd give out to voters at polling stations that deceptively favored certain candidates (and often involved goons trying to force voters into using). State issued ballots became the answer to these problems as a method to ensure free and fair elections.
